Organizers will lean towards running the race since they’ve sunk money into it already, and racers will lean towards avoiding a race they may view as unnecessarily risky. I think every stage should have contingency plans and alternate routes laid out in advance so everyone can be prepared for a Plan B (though I imagine this probably already happens to some degree)
Well, it’s unusual for a race to have a plan B in place unless they know well in advance that there will be weather issues. I completely agree with what you’re saying: there should be intervention from the UCI (whether through the chief commissaire or an external committee) to mediate in situations like this.
